Standards of programmatic quality and the extend of their application at the higher education level in Libya - afield study on a sample of employees and departments directors in higher education institutions

Abstract

The study aimed to identify the extent of application of program quality standards in Libyan higher education, by relying on the program accreditation model of the National Center for Quality Assurance and Accreditation of Educational and Training Institutions. In order to achieve this goal, the study followed the descriptive analytical approach, as it is the most appropriate approach to the study, and followed the quantitative approach. To analyze the opinions of the sample and focus on the phenomenon and study it in depth by evaluating the extent of application of programmatic quality standards in higher education in Libya. The study was applied to a sample of employees working in Libyan universities, numbering (300) of employees working in higher education in Libya. The study was conducted on a sample of (20) department directors in higher education. Therefore, the study relied on the program evaluation model tool for quality audit issued by the National Center for Quality Assurance and Accreditation of Educational and Training Institutions, where a questionnaire form was prepared based on a set of axes, and the results of the study showed as follows:
1. There is an inferential relationship between the application of programmatic quality standards and the efficiency of administrative, academic and service facilities at the university.
2. The results of the study also showed that there is an inferential relationship between the application of program quality standards and the quality of graduates.
3. There is an inferential relationship between the quality of the educational process in university educational institutions and the availability of a sufficient number of qualified faculty members.
4. Libyan universities have taken great steps toward localizing the program quality management system in Libyan universities.
